Yes — Panama banks can finance pre-construction property, but not in the way many North American buyers expect. Understanding how pre-construction financing works in Panama is critical if you’re considering buying property in Panama, especially when comparing developer projects, payment schedules, and long-term financing options.

In Panama real estate, banks typically do not release mortgage funds during the early construction phase. Instead, financing is usually approved once the project reaches a defined stage of completion, often when the building is near delivery, titles are issued, and the bank can properly appraise the finished unit. This structure is very different from the U.S. or Canada — and it’s one of the most important distinctions foreign buyers need to understand.

How Pre-Construction Financing Actually Works
Most pre-construction purchases in Panama begin with developer payment plans, not bank loans. Buyers usually make a reservation deposit followed by scheduled payments tied to construction milestones. These plans are designed to carry the buyer through construction until the unit is close to completion.

Once the project meets bank requirements, buyers may then apply for a mortgage to finance the remaining balance. At that stage, Panama banks evaluate the buyer’s income, age, credit profile, and overall borrower affordability — just as they would with a completed resale property.
